Human Resources Manager

Summary: The Human Resources Manager is directly responsible for the overall administration, coordination, and direction of all HR activities in alignment with the Mission and Objectives of Blackbird Bend Corporation and all applicable Federal, State, and Tribal laws governing employment. Responsible for the development and execution of HR strategies and programs by performing the following duties personally or through subordinates. This is a full time position and considered exempt under FLSA. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The ­­­­­­­­­­Human Resources Manager reports to The Senior Ranking Officer.

 

QUALIFICATIONS:

  • Must be a minimum of 18 years of age or older upon employment;
  • Must be able to successfully pass a pre-employment drug/alcohol screening and background investigation;
  • Must be able to obtain and maintain a Gaming License;
  • Two years supervisory experience required or equivalent combination of education and experience;
  • Bachelor’s degree in human resources/business management/other related program, or a minimum five years related and verifiable experience.
  • Preferred experience with implementation of Native American preference laws and/or Native American Casino enterprise;
  • SPHR or PHR Certification preferred.

  • Ability to interact well with team members and guests at all levels, including high-end players and dignitaries;
  • Ability to interpret a variety of instructions furnished in written and oral form;
  • Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook. Performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
  • Develops and administers various human resources plan and procedures for all company personnel.
  • Creates, develops and implements an effective strategy of organization within the HR Department, setting realistic objectives for future growth and expansion;
  • Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems.
  • Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; employee relations counseling; conducts exit interviews.
  • Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory.
  • Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  • Maintains appropriate staffing levels in the HR Department, by interviewing, hiring, and training team members; planning, assigning, scheduling and directing assignments; appraising performance; rewarding and disciplining team members; addressing complaints and resolving problems; and providing career development;
  • Ensures compliance with the Omaha Tribal Code, Omaha Tribal Gaming Compact, applicable Federal and State laws, which govern employment policies;
  • Confers with the Executive Team, to review property wide and departmental team member concerns, discussing needed changes and potential solutions;
  • Represents the company interests in labor relations activities;
  • Directs the administration of Workmen’s Compensation ensuring equity and consistency;
  • Create and implements training programs for all departments.
  • Cooperates with all other members of senior management to determine team member development needs, and to assist in administering appropriate plans to achieve objectives;
  • Participates in special projects as requested by The Executive Team or The Senior Ranking Officer;
  • Oversight of all company benefit plans; assists with vendor selection, benefit plan design and implementation; education of all team members;
  • Maintains the highest level of confidentiality;
  • Assists in other duties and projects as assigned.

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products and supplies, up to 30 pounds.

 

WORKING CONDITIONS: This job operates in a professional office environment. This role routinely uses standard office equipment. While performing the duties of this job, the employee is frequently exposed to indoor and outdoor conditions. The noise level in the work environment ranges from mild to loud. Exposure to second hand smoke.
